Not sure what you want to accomplish, but that phrase seems to be the gist.
When I created NTFS partitions I had to delete FAT and create NTFS, or when running Vista, use the 'convert' command.
In OS X, MacFUSE plus the 3-G driver package allows writing to NTFS (note, some Mac Extended file names are not valid for NTFS).
There are different versions of NTFS. Vista uses 3.1 which mounts fine, but can only guess that XP wasn't SP2 or something else went wrong.
Try deleting the FAT/NTFS from your XP CD and try.
